News Report of Classis West of the PRCA Meeting March 1-2, 2023

Classis West of the Protestant Reformed Churches met on March 1-2, 2023, in Lynden PRC (Lynden, WA). This small congregation did an outstanding job of hosting the twenty-eight delegates from the fourteen churches in the Classis.

Classis began on Wednesday, March 1, with opening devotions led by the chairman of the previous meeting, Rev. M. Kortus (pastor of Hope Redlands PRC), who gave a fitting meditation on Psalm 20. After Classis was legally constituted, the meeting was capably chaired by Rev. Jonathan Langerak (pastor of Covenant of Grace PRC), who was serving in this capacity for the first time in his ministry.

Five first-time delegates to Classis signed the Formula of Subscription, the minutes of the previous meeting of Classis were approved, and the four questions of Article 41 of the Church Order were asked and answered. Routine reports of the stated clerk, classical committee, and reading sermon committee were read and approved. The church visitors reported on their work over the last year and the presence of unity, peace, and love prevailing in the churches in spite of the hardships of the last year.

After recessing for the late morning and most of the afternoon for the committees of pre-advice to prepare advice, Classis met and gave approval to Prof. D. Kuiper to publish some material from the Classis West archives in upcoming articles he intends to write in the Protestant Reformed Theological Journal on the history of Classis West.

Classis made a schedule of pulpit supply for the five vacant congregations in the Classis: Doon (IA) PRC, Hosanna PRC (Edmonton), Loveland (CO) PRC, Lynden (WA) PRC, and Randolph (WI) PRC. Due to the large number of vacancies in Classis West, it was decided to ask Classis East for assistance in covering two Sundays for each of the vacant congregations in the next six months.

Classis approved the subsidy requests for 2024 for five congregations and forwarded them on to Synod 2023 for its approval.

Classis treated in closed session an appeal in which a victim of child sexual abuse objected to a consistory’s discipline work with the perpetrator of the abuse. Classis permitted close loved ones of the victim to be present in the sessions and also allowed a pastor and another individual to speak on the victim’s behalf. Classis unanimously sustained the first part of the appeal and declared that the consistory erred in accepting the initial confession of the perpetrator. Classis judged that a more thorough investigation of the nature and extent of the sin was required, that confession of sin to those sinned against should have taken place before an announcement of reconciliation was read in the church, and that later events seriously called into question the genuineness of the confession. Classis also unanimously sustained the second part of the appeal and declared that the consistory erred in their announcement of the perpetrator’s sin. Classis judged that the announcement of sin should have included more information regarding the specific nature of the sin committed: rather than merely a general reference to sin against the 7th commandment, the announcement should have included a reference to the 6th commandment and that this was a case of child sexual abuse by an adult in a position of authority over a period of several years. Classis also explained how this was necessary for the covenant community, the sinner, and the victim. Classis also appointed a special committee to provide assistance to the consistory in this case.

Having met until about 9:00 PM on Wednesday, Classis decided to recess until the following morning.

The next day, Thursday, March 2, Classis began by treating an overture from a consistory. The consistory submitted to Classis an overture to be forwarded to Synod 2023 that Synod appoint a committee to research and engage an independent, third-party investigation to conduct an investigation into sexual abuse in the PRCA. Classis decided not to forward the overture to Synod, on the grounds that: 1) the overture had insufficient information for Classis to make an informed judgment to approve the request, and 2) that with the limited information provided about what would be the nature and work of a third party investigation, the overture did not show the necessity of such an investigation from the Scriptures.

Throughout the meeting, Classis also voted for various classical functionaries. Rev. J. Engelsma was reappointed to a three-year term as Stated Clerk, and Rev. J. Langerak was reappointed to a three-year term as Assistant Stated Clerk. Rev. M. De Boer was reappointed to a three-year term on the Classical Committee, and Rev. R. Barnhill was appointed to a one-year term to fill a vacant position. Rev. A. Brummel was appointed to a three-year term as a primus synodical deputy, Rev. M. De Boer was re-appointed to a three-year term as a secundus synodical deputy, Rev. J. Marcus was appointed to a one-year term as a secundus synodical deputy to fill a vacant position, and Rev. S. Regnerus was appointed to a two-year term as a secundus synodical deputy to fill a vacant position. Classis appointed Revs. A. Brummel, R. Hanko, S. Key, and J. Marcus as church visitors, with Revs. R. Barnhill and J. Engelsma as alternates.

Ministers delegated to Synod 2023 were Revs. R. Barnhill, A. Brummel, J. Engelsma, M. Kortus, and J. Marcus. Alternates are Revs. H. Bleyenberg, M. De Boer, J. Langerak, and S. Regnerus. Elders delegated to Synod 2023 were Keith Bruinsma (Peace), Chester Hunter, Jr. (Edgerton), James Regnerus (Doon), Peter Smit (Hope), and Ryan Van Overloop (Crete). Alternates are Robert Brands (Loveland), Travis Feenstra (Hope), Steve Huizenga (Crete), Alvern Miersma (Hope), and Joel Moore (Loveland).

Classis appointed Rev. J. Langerak as the moderator for Lynden PRC in their upcoming vacancy.

Classis finished its work around 12:30 PM on Thursday.

The expenses of this meeting totaled $17,638.94.

Classis will meet next in Crete (IL) PRC on September 27, 2023, the Lord willing.

This Week's Thought for Contemplation

"In other words, the basic, either-or issue is: the Word of Christ or the word of man! [With regard to the marks of the true church and the marks of the false church]

"The reason why these are the marks is connected with the very nature of the church. The church is built upon the foundation of the apostles and prophets, of which Jesus Christ is the chief cornerstone. There simply is no other foundation possible—not for the true church! If the church is to be built, it must be built on that foundation. And whoever proclaims anything else than the pure doctrine of the gospel is not building upon that foundation; he builds on another foundation, and he builds a mere human institution. It pleases Christ to call and to build His church through the preaching of the Word. Men may raise all kinds of objections against preaching and against sermons—as they do nowadays. They may devise various glamorous substitutes for the preaching of the pure doctrine of the gospel. The fact remains that it pleases Christ to gather His church through the preaching of the Word! You can never change that! Where the Word is preached, there is Christ; there is the voice of the good shepherd; there the sheep hear His voice; there they follow Him; there He gives them eternal life! Don't ever forget that! For remember: the church needs Christ! It is only in living connection with that Christ that the church is the church, and that the members possess the life of Christ. And the only contact which we have with Christ as long as we are in this present world is through His Word (not man's word), through His sacraments, and through His government and discipline. Where these are missing, Christ is missing. Where they are corrupted and to the extent that they are corrupted, there I am being separated from contact with Christ my head! This is the life-and-death seriousness of this entire question of the marks of the true church!"

Was Ishmael Saved?

Was Ishmael, the son of Hagar, saved? There are differences of opinion among orthodox Christians on this question, with some claiming that he was not a believer and others reckoning that he was a child of God.

In this article, I will give no less than five biblical arguments in support of the position that Ishmael was saved by God’s sovereign grace in Jesus Christ. I shall present the points in the order in which they arise in the first book of the Bible, from Ishmael’s thirteenth year (Gen. 17), to his expulsion from Abraham’s camp (Gen. 21) and to his death over a century later (Gen. 25).

(1) Ishmael lived before God. In answer to Abraham’s prayer, “O that Ishmael might live before thee!” (17:18), the Lord responded, “And as for Ishmael, I have heard thee” (20). Was Abraham merely asking God for the continuation of Ishmael’s physical life? There is no indication in the inspired narrative that Ishmael was sick or in danger of expiring. Instead, Abraham here prayed for Ishmael’s spiritual life. After all, the grand subject of Genesis 17 is the covenant of grace! Father Abraham was concerned here with Ishmael’s covenant life, that is, everlasting life in Jesus Christ. Jehovah answered this prayer for Ishmael lived before God as His covenant friend. This is the prayer of all godly parents, themselves the spiritual sons and daughters of Abraham, regarding their children: “O that our sons and daughters might live before thee in Christ!”

(2) Ishmael was blessed by God. Jehovah’s response to Abraham’s prayer for his son is not only, “as for Ishmael, I have heard thee,” but also, “Behold, I have blessed him” (20). Surely, Ishmael is blessed by God (20) with the divine favour, as was blessed believing Sarah (16). Remember too that the blessings of Genesis 17 are covenant blessings in the coming Messiah!

This second point regarding Ishmael’s salvation reinforces the first. (1) Ishmael lived before God as (2) one blessed by God. In answer to Abraham’s prayer, “O that Ishmael might live before thee!” (17:18), the Lord responded, “And as for Ishmael, I have heard thee: Behold, I have blessed him” (20).

(3) God answered Ishmael’s prayers. Genesis 21:17 states this twice and unambiguously regarding Ishmael: “God heard the voice of the lad; and the angel of God called to Hagar out of heaven, and said unto her, What aileth thee, Hagar? fear not; for God hath heard the voice of the lad.” Here is the teaching of Scripture regarding whose prayers Jehovah answers: “He that turneth away his ear from hearing the law, even his prayer shall be abomination” (Prov. 28:9); “Now we know that God heareth not sinners: but if any man be a worshipper of God, and doeth his will, him he heareth” (John 9:31).

The connection between these three points is obvious. Ishmael (1) lived before God and (2) was blessed by God, and (3) God heard and answered his prayers.

(4) God was with Ishmael. “God was with the lad,” Ishmael (Gen. 21:20), as He was, for example, “with” Abraham (22), Jacob (28:15) and Joseph (39:2, 3, 21, 23), just as Jehovah is “with” all of His elect and believing people. The word “with” is the preposition of God’s covenant fellowship with His saints in Christ and by the Holy Spirit.

Let us restate the four points made so far, emphasizing the prepositions. Ishmael (1) lived before God, (2) was blessed by God and (4) was with God. No wonder that we read twice that (3) God answered his prayers!

(5) Ishmael was gathered unto his people at his death. After his 137 years in this life, Ishmael “gave up the ghost and died; and was gathered unto his people” (25:17). The statements that, at death, an individual was “gathered to/unto his people” or a group were “gathered unto their fathers” are significant references in the early books of the Old Testament to the blessed life of God’s people beyond their deaths.

This terminology is first used of father Abraham. Dying at the age of 175, he was “gathered to his people” (25:8). Some 90 or more years before, the Lord had promised Abraham, “thou shalt go to thy fathers in peace” (15:15). The godly “people” and “fathers” to whom Abraham went at death include Terah, Shem, Noah, Methuselah, Enoch, Seth, Adam and Eve. Also like Ishmael, “Isaac gave up the ghost, and died, and was gathered unto his people” (35:29), as did Jacob (49:29, 33).

Besides these three great patriarchs in Genesis, Ishmael was gathered unto his people like the two sons of Amram and Jochebed: Aaron (Num. 20:24, 26; 27:13; Deut. 32:50) and Moses (Num. 27:13; 31:2; Deut. 32:50). The faithful generation that conquered the promised land under Joshua was also “gathered unto their fathers” (Judg. 2:10).

Thus in Genesis, Numbers, Deuteronomy and Judges we have 13 occurrences of the phrase “gathered to/unto his people/their fathers.” These references include six believing individuals—Abraham, Isaac, Jacob, Aaron and Moses, as well as Ishmael (who marks the second use of this terminology)—and one godly generation, that of Joshua.

At the death of God’s people, they are buried as to their bodies. As to their souls, believers are gathered unto their spiritual fathers and people by Jehovah in His infinite mercy through the crucified and risen Christ.

To sum up this article, we have looked at five key testimonies: two from Genesis 17, two from Genesis 21 and one from Genesis 25. Their united testimony is that Ishmael was saved. After all, in this world, (1) Ishmael lived before God; (4) God was with him, (2) blessed him and (3) answered his prayers. When he left this world, (5) God in love gathered Ishmael unto his people. What more could one want? Rev. Angus Stewart

Felix’s Trembling

Our question for this issue of the News is: “In Acts 24:25, when Paul ‘reasoned’ with Felix of ‘righteousness, temperance, and judgment to come,’ Felix ‘trembled.’ This man is viewed by many to be an unbeliever for, instead of believing the gospel that Paul shared with him, he sent the apostle away: ‘Go thy way for this time; when I have a convenient season, I will call for thee.’ How do we explain the trembling of this (apparently) unregenerate man apart from a gracious work of the Spirit, convicting him of his sins and bringing him to an acknowledgment that what he heard is the truth, though he rejected it? Surely unbelievers wouldn’t have any concern for these things, for there is ‘no fear of God before their eyes’ (Rom. 3:18)?”

It would seem from Scripture that trembling before God and His Word is a mark of God’s people, an evidence of repentance, of the true knowledge of God and even of humble gratitude for what God has done as Saviour (Ezra 9:4; Isa. 32:11; 66:2, 5; Jer. 33:9; Hab. 3:16; Mark 16:8; Acts 7:32). The wicked in Israel are commanded to repent and tremble before God in Jeremiah 5:21-22: “Hear now this, O foolish people, and without understanding; which have eyes, and see not; which have ears, and hear not: Fear ye not me? saith the Lord: will ye not tremble at my presence?”

Surely it is true that God’s redeemed people tremble at the knowledge of their own sinfulness and of how near they were to eternal punishment in hell. Especially they tremble at the fact that they have sinned against God. They tremble when they see something of His glory and majesty, and when they behold the greatness of His salvation. Trembling is, for the believer, a mark of grace and of God’s work of salvation in Christ.

However, it is also true that the ungodly can and do tremble before God. In Deuteronomy 2:25, God promised that the heathen Canaanite nations would tremble when they heard of Israel’s victories east of the Jordan (and of their passage across that river into the land of Canaan). Jeremiah 10:10, looking ahead to the end, says that the nations will tremble at God’s wrath: “But the Lord is the true God, he is the living God, and an everlasting king: at his wrath the earth shall tremble, and the nations shall not be able to abide his indignation.” This is of the same nature as the trembling of Felix.

Many think that such trembling is an evidence of a common or preparatory grace of God, shown to those who are not yet regenerated or who may never be saved. This is wrong. Trembling before God is either an evidence of saving grace or only an evidence of unbelieving terror.

There is nothing in Scripture that suggests any change of heart or repentance on the part of Felix. That he knew something of the true God is likely for he was married to a Jewess (Acts 24:24) but this was no saving knowledge. That he knew something of the gospel is stated in Acts 24:22 and is no surprise, since he ruled the area where Christianity had its roots. His dealings with Paul show him to be wicked and unbelieving. He was interested merely in a bribe and in doing the Jews a favour (26-27). He trembled because Paul talked to him about righteousness, temperance and judgment, for he was unrighteous, intemperate and under the judgment of God.

Was this the work of the Spirit? Was it a gracious work of the Spirit? Did it show some knowledge of, and conviction for, sin? That it was the work of the Spirit is without doubt, for all things are of the Father, through the Son and by the Holy Spirit. This is not to say, however, that it is a gracious operation of the Spirit in the heart of Felix. How could there be any grace in it when it produced nothing of value and only made the suffering of Paul longer and greater? How could Felix’s trembling be anything but terror before God, entirely lacking saving knowledge, for all he cared for was money and the opinions of men? There is nothing of a gracious operation of the Spirit in that. Indeed, the word translated “trembled” is a word that simply means “frightened.” Felix was frightened, as the ungodly often are when God shakes them out of their complacency.

The most important passage that reflects on Felix’s trembling is James 2:19: “Thou believest that there is one God; thou doest well: the devils also believe, and tremble.” The word translated “tremble” describes not the feeling of terror, so much as the shuddering and shaking that results from extreme fear. The devils shake at the thought of God but their shaking is neither a gracious work of the Spirit, nor evidence of conviction for sin.

The fear that unbelievers sometimes show and the knowledge (non-saving and not gracious) that they have of God is explained in Romans 1:18-32. God manifests Himself to them in their consciences and in the things that are made, the creation: “that which may be known of God is manifest in them” (19). The knowledge of God that they have does not have anything gracious in it. It only leaves them “without excuse” (20).

Thus this knowledge of God bears no good fruit in them. They do not glorify Him or show thankfulness to Him (21). They turn the truth of God into a lie, and worship and serve the creature more than the Creator (25). Their idolatry is not evidence of some felt need for God, that they all have a “God-shaped hole in their hearts,” but is instead proof that they do not want to serve Him. What is more, turning from God, they fall into the vile affections which are so much a part of our society. Their unsaving and ungracious knowledge of God produces in them the sin of homosexuality (26-27).

Do they know God? Yes, they do. At least, they know His eternal power and divinity (20). Does that knowledge of God have any saving value? It does not. It only produces, in the righteous judgment of God, more wickedness. Is there any grace in that knowledge of God? There is not, for grace does not lead to the unnatural affections mentioned in Romans 1. Does God have His purpose in making Himself known to them? Yes, He does. He leaves them “without excuse” now and forever (20).

Romans 1 explains Felix’s trembling, as does the Word of God in James 2:19. God did what Ezekiel 32:10 describes: He brandished His sword before Felix through Paul’s testimony and Felix trembled for his life. What a difference between the trembling of Felix and that of Habakkuk, who said, “When I heard, my belly trembled; my lips quivered at the voice: rottenness entered into my bones, and I trembled in myself, that I might rest in the day of trouble” (3:16). That is trembling by grace and with profit, trembling that finds rest in Jesus Christ. Rev. Ron Hanko

PRC and Sister-Church News Highlights for February 19, 2023 *(Updated)

Psalm 88 2Today, February 19, is the eighth Lord's Day of this year of our Lord 2023. Below you will find special highlights of PRC and sister-church news. It is our hope that these reports not only inform you but also give you opportunity to pray for the needs of these churches and mission fields throughout the world.

As we continue our pilgrim journey in this new year, we do so in glad and grateful worship of our sovereign, saving God and King. Through Jesus Christ His Son and by His Holy Spirit our heavenly Father has redeemed and renewed us to be His worshiping and serving people. To Him we owe our all, and to Him we strive to give our all! Soli Deo gloria!

If you are new to this website and the PRCA, we invite you to join us in worship today or on any of the Sunday's of this year at one of our local congregations near you, or listen online.

O LORD God of my salvation, I have cried day and night before thee: Let my prayer come before thee: incline thine ear unto my cry; For my soul is full of troubles: and my life draweth nigh unto the grave. ...Thou hast laid me in the lowest pit, in darkness, in the deeps. Thy wrath lieth hard upon me, and thou hast afflicted me with all thy waves. Selah. Mine eye mourneth by reason of affliction: LORD, I have called daily upon thee, I have stretched out my hands unto thee. Wilt thou shew wonders to the dead? shall the dead arise and praise thee? Selah. ~ Psalm 88:1-3, 6, 7, 9, 10

  • Congregational Activities/Evangelism/Missions:
    • Hope PRC-Grand Rapids, MI: "The Myanmar Committee reported that it held a video conference with Rev. Titus, Elder Naw Taung, and Deacon Joseph. Although the saints in Myanmar are sustained by God’s grace, crime is on the rise due to civil war and the absence of police. A thief broke into Rev. Titus’ home and stole his cellphone and all of his money. ...In other news, Rev. Titus reported that the American Embassy is limiting visas and has temporarily closed its online booking. This means that the visit of Rev. Titus and his family will have to be delayed. The Council remains hopeful that a two-week visit will be possible later this year and will continue to plan accordingly. We wait on the will of the Lord. “A man's heart deviseth his way: but the Lord directeth his steps” (Proverbs 16:9)."
    • Zion PRC: "Community Bible Study will meet next Wednesday at 7 pm to begin working through John 11 [in the youth building on SW side of church]. Please consider inviting a neighbor or acquaintance and attending with them!"

Dan Naulty is a former MLB pitcher for the Minnesota Twins and the 1998 World Series winning NY Yankees. He will share his testimony of following after the fame of this world and being left empty. A new issue of Salt Shakers came out this week! See note below under Covenant ERC-Singapore

SISTER-CHURCH/MISSION NEWS:

  • Covenant ERC, Singapore and her Kolkata, India mission work:
    • Pastors J. Tan and M. Wee are faithfully serving the CERC. In her bulletin today, we find this wonderful note under the "Pastoral Note": "Today, we join the people of Israel by the banks of the Jordan River. Three days the people of Israel camped there, wondering how they will be able to cross this massive body of water and reach the promised land. Three days, God gave, for the truth to sink into their hearts and minds, that there is no way possible for them to cross over by themselves. For three days nothing happened until all the people saw the priests carrying the Ark step forward. All the attention of the people of Israel was now fixed on one singular point. The people of Israel did not know how they were going to cross over Jordan, but as they saw the priest carrying the Ark of the Covenant, they knew that was the answer and the way to reach Canaan. Now was the time for a glorious wonder of God to be performed before all the eyes of the world. Why, you ask? “That all the people of the earth might know the hand of the Lord, that it is mighty: that ye might fear the Lord your God for ever.” Joshua 4:24 Let us come together as one body into the presence of our God and worship Him this Lord’s Day."
    • The newest issue of Salt Shakers is was made available this weekend - Issue 68, December 2022. Especially for young people, the magazine contains a variety of articles and is edifying for ALL readers!

This Week's Thought for Contemplation

"In the third place, we can only rightly understand and apply these marks [of the true church] when we understand that they are fundamentally antithetical. That is, we must consider them and apply them in the light of what are the marks of the false church. Of this Article 29 [Belgic Confession] speaks also:

As for the false church, she ascribes more power and authority to herself and her ordinances than to the Word of God, and will not submit herself to the yoke of Christ. Neither does she administer the sacraments as appointed by Christ in his Word, but adds to and takes from them as she thinks proper; she relieth more upon men than upon Christ; and persecutes those who live holily according to the Word of God and rebuke her for her errors, covetousness, and idolatry.

"In other words, the basic, either-or issue is: the Word of Christ or the word of man!

  • Covenant ERC, Singapore and her Kolkata, India mission work:
    • Pastors J. Tan and M. Wee are faithfully serving the CERC. In her bulletin today, we find this note under the "Pastoral Note": "Speaking of receiving God’s Word, I hope we are applying what we learned from last week’s Adult CI Class, on the discipline of receiving the preached Word. We saw the importance of the preached Word, as God’s power to save us. 1 Corinthians 1:18: “For the preaching of the cross is to them that perish foolishness; but unto us which are saved it is the power of God.” We saw the importance of active listening during the preaching itself, diligent preparation before it, and constant meditation upon it during the rest of the week. Among other things, we prepare diligently to hear God’s Word (and to worship God Himself!) by setting aside time before the worship service to quieten our hearts, spending a few moments in prayer, seeking His blessing on our worship. Let’s seek to practice this together as a church, and grow together in the spiritual discipline of receiving the preached Word."

This Week's Thought for Contemplation

"Thirdly, there is at the basis of our subject the truth that it is the sacred duty of everyone to join himself to the true church. This is stated very succinctly in our Confession of Faith, Article 28, which we quote:

We believe, since this holy congregation is an assembly of those who are saved, and that out of it there is no salvation, that no person of whatsoever state or condition he may be, ought to withdraw himself, to live in a separate state from it; but that all men are in duty bound to join and unite themselves with it; maintaining the unity of the church; submitting themselves to the doctrine and discipline thereof; bowing their necks under the yoke of Jesus Christ; and as mutual members of the same body, serving to the edification of the brethren, according to the talents God has given them. And that this may be the more effectually observed, it is the duty of all believers, according to the word of God, to separate themselves from all those who do not belong to the church, and to join themselves to this congregation, wheresoever God hath established it, even though the magistrates and edicts of princes were against it, yea, though they should suffer death or any other corporal punishment. Therefore all those who separate themselves from the same, or do not join themselves to it, act contrary to the ordinance of God.

"Here the calling of the child of God is very clearly stated. It is the will of Christ that the believer willingly submit himself to the instruction and oversight and government of that church of Jesus Christ as instituted in the midst of the world, wheresoever it may be. That is for his spiritual welfare and well-being and salvation. The child of God, therefore, certainly will not take his church membership lightly. He certainly will not be numbered among those who can change their church membership almost as easily as they can change their clothes. If he is a serious-minded child of God, he will not separate himself from that church for any earthly or carnal considerations, no matter what they may be. This lies in the very nature of his spiritual life. He is a member of the spiritual body of Christ. He is not saved as a mere individual, but as a member of Christ's body. He lives his new life not as an individual in isolation from all other regenerated children of God, but only as a member of the body. He possesses and enjoys and lives his life only in the body and thus in connection with the head, Christ. Even as the church of Christ is not a mere mass of members, but a body, so that church lives, and all the members live, only as a body and members, and, as members in the body in connection with the head. With all believers, therefore, the child of God confesses one Lord; with all believers he partakes of one Spirit; with all believers he shares a common faith in that one Lord. And for that reason it is the urge of his regenerated heart, the impulse of his new life, to seek and to join himself to the true church and to realize concretely, in as far as that is possible in this present world, the fellowship of believers. He belongs there. He cannot live alone. His life is a communal life."
